RELEASE OF STATE OF CALIFORNIA/UNIVERSITY OF SOUTHERN CALIFORNIA PROPOSED LEASE NEGOTIATION DOCUMENTS

The latest draft documents for the proposed lease negotiations between the State and the University of Southern California (USC) have been released. These documents are the result of several weeks of discussion with park stakeholders. The public will have the opportunity to provide input at meetings on May 30th, 2013 at the California African American Museum at 6pm, and June 1st, 2013 at the California Science Center at 10am. December 17, 2012:

RELEASE OF STATE OF CALIFORNIA/UNIVERSITY OF SOUTHERN CALIFORNIA LEASE DOCUMENTS

At its May 14, 2012 public meeting, the Coliseum Commission approved the Amended and Restated Sublease of the Coliseum to the University of Southern California. The commencement date and effectiveness of the Amended and Restated Sublease is contingent upon the satisfaction or waiver of the following contingencies:

  • Execution by the State of California and the Board of the California Science Center (formerly the 6th District Agricultural Association - the state-appointed local governing body of the state-owned land in Exposition Park) (collectively, the “State”) of a non-disturbance agreement that allows the university to remain in possession of the Premises as a direct tenant of the State in the event the ground lease between the State and the Commission is terminated;

  • Execution by the State and the university of a coterminous lease of Parking Lots 1-6 located in Exposition Park; and

  • Execution by the State and the university of an option agreement for the university to lease the Coliseum and Sports Arena, plus Parking Lots 1-6 in Exposition Park, commencing on January 1, 2055 and continuing for 57 years, so that the university has a potential total lease term of 99 years.

Representatives of the university and the State have been working diligently to negotiate and draft the documents for these three contingencies. In an effort to promote and support a transparent and public process, the university and State are posting drafts of these documents:

The university welcomes comments on these documents from the public. Comments can be submitted to the university at comments@re.usc.edu or to the State at ExpoParkProposalComments@scsa.ca.gov. We anticipate that the California Science Center Board will also place this matter on the agenda for its January 9, 2013 public meeting. All members of the public will be able to make comments to the Board on this matter at the meeting as well. As further meetings are scheduled regarding this matter and as revised documents become available, we will post the information on this site. Please check back regularly for additional information. April 17, 2012:

PROPOSED MODIFICATIONS TO USC LEASE WITH COLISEUM COMMISSION

To support a public and transparent process, the Los Angeles Memorial Coliseum Commission and the University of Southern California are jointly releasing a proposed agreement for a new lease based on the list of points of agreement, known as a term sheet, released earlier this year.

Both parties invite public comment and discussion of the lease document. Members of the public can send their comments to the Coliseum Commission as directed below. The Coliseum Commission will meet on May 2, 2012 at 2:30pm for a public hearing on the lease agreement.

The Real Estate & Asset Management Department (“the Department”) at the University of Southern California is responsible for all campus master planning, the acquisition and disposition of all university-owned property, the negotiation and management of all university leases, the management of all leased space, and the permitting and entitlements of all university construction projects. The Department also oversees the development, design and construction planning of all off-campus, developer delivered, and leasehold real estate and construction projects. The Department processes all real estate loans and subsidies to university faculty and staff, property tax payments, exemptions and appeals, and title to donated automobiles and seafaring vessels.

The Department works closely with the offices of planned giving and restricted fund accounting to document the acceptance of gifts to the university and manage the disposition of all gifted real estate and gifts-in-kind to USC. The Department is the single point of contact for third party developers interested in developing university-affiliated or university-serving projects.

The Department provides professional expertise and technical know-how that aid in the stewardship of the university’s strategic assets. Working closely with other departments and outside consultants, the Department’s role encompasses:

  • Master planning & land use entitlements
  • Space planning and programming for all campus and affiliated spaces
  • Predevelopment, design and construction planning for certain projects
  • Off–campus leasing
  • Acquisition & disposition of university–owned property
  • Faculty & staff housing programs
  • Administering cell sites on–campus
  • Acceptance & disposition of donated real & personal property
  • Administering the university’s mineral interests
